Fix installation instructions

Description
While looking at the installation instructions in INSTALL.TXT (for 4.6.3), I noticed that the recommended way is to use the source package and combining it with the dummy package. But http://typo3.org/download/packages/ states for the blank package:
Download this if you're going to build a new site.
While it says for the dummy package:
This is no longer maintained.
To my understanding those statements contradict each other (or at least leave me somewhat uncertain about the actual best practise).

That makes sense. Could you provide a patch and push it to Gerrit?

At this point I don't have the required skills/knowledge to supply such a patch. I was hoping that there might be someone better suited to make the required adjustments. Especially since I don't see myself in a position to make recommendations regarding best practises to other people. If the actual best practises (and the reasons why they are the best) would be known to me, I would be happy to try to rewrite the installation instructions.

TYPO3 6.2 is nearly out and "blank/dummy" package is not needed anymore.
I would suggest to close this ticket.
