Description
This setting will only be applied, when the user manually changes it.
To reproduce the bug:
Create a user then create a usergroup.
Set the TSconfig of the group to "setup.override.edit_docModuleUpload=0"
Add the user to the group.
The File-Upload in the page-module is still possible for the user.
Go to the usersettings. The label is dimmed, but the Box is checked.
If the user unchecks the Checkbox, then the setting is applied. After that he will never again be able to change the setting back to 1 and the uploade-button in the page-module is hidden as expected.
This setting should be applied immediatly after assigning the user to the group.
It worked as expected in 4.5. It doesn't in 4.6.6.
I didn't check if other usersettings behave the same way.

as this issue is very old. Does the problem still exists within newer versions of TYPO3 CMS (6.2.9)?
