The action selector box should show 'editing' at the top

Description

If a non admin user is using the workspaces module, the action dropdown selector typically shows the 'editing' stage as the third option. This is due to the algorithm used to build this list. It should be shown a the top for consistency.
Forcing the item to the top after the array of options is built is probably the best fix.
