The backend /typo3 should always have the typo3 favicon.
Includes the icon from typo3.org at
http://typo3.org/typo3conf/ext/t3org_template/icons/favicon.ico

The favicon isn't available in the backend login form. Is this intended or did nobody found this issue while testing?

As brand image is important for all TYPO3 users, I advice to patch this feature at least for TYPO3 4.5.x LTS.
The best should be to insert this feature for all stable releases (4.5, 4.6, 4.7 & 6.0). It's sad this feature was not published with the last release since all TYPO3 logo inside their packages has been updated.
