The same error occurs, when starting the new "Language" module.

Did you import the static data (use the upgrade wizard or the function "import static data" in the install tool)?

I just created a complete new instance of 6.0 following the install wizard.

Ok, I made an additional update to the database and imported the statc data.
That worked, but isn't a nice solution for that.

So I tried to update the languages to German and received the following message:
Fatal error: Cannot use string offset as an array in /mnt/hgfs/www/t3_60/typo3/sysext/lang/Classes/Controller/LanguageController.php on line 208

The EM was a bit changed on this point for 6.1, did it work well enough now?
