Copy element, no "insert" symbol in the page view

Description

It would be usefull to have a insert symbol in a empty page.

Example: Copy a element, go to an empty page and try to insert it in the normal page-view.
Easiest solution at the moment: switch to list-view and there goes the insert button (in the save/save-close/... row

This should be a "must have" as it was already implemented, but dropped with the restyling/rebrush of the page module with 6.0 (see: #43208, compare the attached before/after images).
We have experienced that this is a common use case for our customer editors. They copying not for duplication of content, but to have a draft for the new CE, instead of starting from scratch.

Is it ok for you to have this in 6.1 and 6.2 ?
