TCEForms: "Title" field cannot be hidden when editing images

Description
When you edit a content element which has images, there are fields for each image (e.g. "Alternative text" or "Link"). These fields come from the table sys_file_reference.
Of these fields, the field "Title" cannot be hidden. Make it hidable!

- Category set to File Abstraction Layer (FAL)
- Priority changed from Should have to Could have
- Complexity set to no-brainer
Technically easy to achieve. Maybe someone with deeper FAL knowledge can tell if there is a reason to not make it excludable.

Good to hear that it's possible! :-)
In my scenario this field is just not needed; UI would be better, if it was removed.

I guess there is no real reason. We could easily do this - I'd target it for 6.2.
