Description
A fresh installation of 6.1.7 sometimes has no compat-version set in the configuration. If that is the case it "behaves like TYPO3 3.8" (well, not really).
This leads to problems like:- Extbase does not fully work
- thus in BE language-module and extension-manager fail with strange errors like "PHP Fatal error: Call to a member function getMirrors() on a non-object in /.../typo3/sysext/extensionmanager/Classes/Utility/Repository/Helper.php on line 228"
- Images show fine in BE but no images are displayed in FE
Workaround: Run the upgrade-wizard (on the fresh installation!).
