Description

The Extension-manager throws an exception instead of showing a nice warning when a packages is to be uninstalled which is needed by others

It's thrown when rebuilding the dependency graph

So the exception comes AFTER the package has already been removed.
IMHO a dependency check is missing in the EM.

The issues are not linked on purpose, so the refactoring ticket does not get bloated with relations.
