EM should be still working if installed ext sources are missing
if (for some reason) the ext sources of an extension are missing, the extension manager should not break, but show a meaningfull error message and ask to disable the extension ...
can be cause due interrupted updates of extensions ...

For these kind of problems we already have the "check for broken extensions" in the install tool, which should take care of disabling the broken extensions and make the extension manager usable again. For me that would be enough. Is it for you? ;)

no it is not, IMHO the Extensionmanager is something crucial, so the Exception should atleast be converted in a userfriendly one pointing to the installtool.
Otherwise it's quite easy to detect, that the packagestates are invalid (exception is thrown) so they should be rewritten and after a reload the extensionmanager should work again.
In older versions of TYPO3 you were always able to easily delete an extension folder, without breaking the extensionmanager (if not other extensions depend on a class, whatever ...)
