EM should not clear all system caches on extension configuration change

Description
If you only change the configuration of an extension, the EM clears the system caches.
This is overkill, since a configuration change will never have any influence on the classes cache for instance.

Hi Herbert!
No, I reported this for 6.2, but the fix is a major breaking change, hence it was included only for CMS 7.
