Hi there,
The Problem:
I have created a Backend Layout with empty config section, to assign it to folders.
When i open a Folder in the Page Module and select "Languages" instead of Columns, i see a column and its contents.
How to reproduce:
- Create a new Backend Layout, just give it a name, nothing else
- Create a new Page
- Assign the just created Backend Layout to the page.
- Edit the Page, set General->type to Folder, save and close
- Select the Page Module
- Select the new Folder
- switch (at the top of the columns view) from Columns to Languages (or Quick edit, there it's possible to create new content elements)
Reproduced with:
On 3 different TYPO3 6.2.4 installations from fresh installed to in use for a long time.

Why is it important (for me)
a) I want to prevent editors to create content in sysfolders.
b) I think it's a bug. All Bugs should be fixed, or? ;)

Any reason why you do not use the permissions for that?
