Enable clear cache in Install Tool after Fatal

Description
In case a fatal error is catched by the install tool, only the error message and the 'test extensions' feature are accessible anymore. Make sure the clear cache and flush opcache buttons are there, too.

If a fatal error in the Install Tool occurs it is mostly because of some old extension files. Therefore the "test and disable extension" feature is executed. Isn't it possible to switch to the Important Action manually and clear caches there?
