Resolve dependencies when updating installed extensions

Description
If you update an extension currently only the extension itself is downloaded. But during version changes the dependencies can vary as well. At least for installed extensions the dependencies have to be re-fetched and installed as well. Otherwise the system will break.
You can try this with 6.2 and an installed version of extension "browser" in version 3.7.9 and update it to current version.
