Commit e12a2613969940c4da2d8381f9a12bc364b511b0 (found by git bisect)
introduced a patch to prevent upscaling of images when creating Thumbnails. This prevents generation for pdf-Files because of condition
// Only scale down when new dimensions are smaller then existing image
if ($configuration['width'] > $sourceFile->getProperty('width')
&& $configuration['height'] > $sourceFile->getProperty('height')) {
return NULL;
}
pdf-Files don't have a width so this is causing problems here.
tested on 6.2 but commit is also in master
