The new "rowDescription" field in tt_content is no exclude-field

Description
The new "rowDescription" field in tt_content cannot be deactivated and is always visible in the backend. In our case this new field is mostly more confusing than helping. So it should be possible to control this field in the access rights.

Use TCEFORM.tt_content.rowDescription.disabled = 1 in pageTSConfig
But i think use als exclude field is good idea, too
