Deprecate f:format.html for usage in backend

Using f:format.html in the backend creates just troubles, as seen in #72707
Deprecate using f:format.html there and use f:format.raw instead

This patch will be reverted, because it the ViewHelper is still in use and an alternative is not ready yet.
