When using the file browser for selecting files and searching for a file name, the allowed file extensions aren't considered at all.

Not sure about which file browser and which extensions we are talking here. If I use the file browser in the image content element it only searches and finds image files - I'm guessing because of this URL param: "&bparams=|||gif%2Cjpg%2Cjpeg%2Ctif%2Ctiff%2Cbmp%2Cpcx%2Ctga%2Cpng%2Cpdf%2Cai%2Csvg" - about which one are you talking, can you add steps to reproduce?
