Swapped page "Media" image file in workspace not shown unless published

Description
When editing a page with an existing file in Resources -> Media in a workspace by deleting the current file and adding a new one, the file is not shown anymore.
After publishing, the file is visible again.
Steps to reproduce:
- Edit page in live workspace: Select a file in Resources -> Media and save
- Switch to workspace
- Edit page again: Delete current file in Resources -> Media, select new file and save
- No file is visible in Resources -> Media.
- Publish page to live
- File is now visible in Resources -> Media.
The problem happens in TYPO3 7.6.2 and TYPO3 8.1.0-dev eb2ca5d.
This issue sounded related to #63353, but applying the patch from https://review.typo3.org/34974 did not help.
