Optimize view of Info -> Page TSconfig on page 0

Description
Steps to reproduce:
- Click on Info module
- Choose Page TSconfig submodule
- Click on page 0
A table head is shown containing no entries.
IMHO we should show a "callout-info" like the function module does.

This only happens when you have pages that have no TsConfig at all. Otherwise the table will be filled with pages contains tsconfig.

Thx Wouter. What do you think should we do? This module is the only one which behaves a little bit different compared to the other ones. IMHO we should at least a headline. What do you think?

We can add a message for sure. And maybe also fix the strange styling of this table. First level is positioned to the left completely.
