Improve way of adding a new image reference in TCE Forms

Description

If you have an image relation field defined in any of the core tables (tt_content) or any own extension, a new picture will always be added at the bottom of the IRRE list. This is quite inconvenient if you have selected 30+ images before and want to add the image on top of the list.

In "normal" IRRE you can workaround this via "enabledControls -> new". But this in not possible for the FAL IRRE.

So the editor has to move the picture via drag&drop to top. For long lists of pictures this has to be done in serveral steps.

We think there should be a better way... Attached a real lief example of an image gallery.

Regarding your use case: IMO you are doing it wrong. check out the file link element where you also add all images by providing a path to a directory, that would make certainly more sense than having dozens of items in IRRE.
Is that enough for you?

We don't think that this solves this usability issue. Within a directory you can't provide a custom sorting which is needed here.
