Improve 'actions-version-workspaces-preview-link' button in content elements

Description
In the current implementation it is kind of hard to understand the use of the 'actions-version-workspaces-preview-link' button next to the link input field.
The editor just sees a blocked link input field with two buttons and maybe doesn't know why it is blocked (at least it confused me).
My suggestions:
1) Add tooltips to the buttons
2) Don't block the field by default. An editor doesn't always use the link wizard and sometimes just copies a link into the field.

This has been improved recently with https://review.typo3.org/#/c/51592/ :
both icons now have tooltips and the input element is not blocked anymore if empty. Do you think that is enough for the time being?
