Fix tests of LanguageCest.php:
activateAndDeactivateALanguage() and downloadALanguage()

The tests are "unstable" if the test system is under load: Especially, for activateAndDeactivateALanguage() it can happen that the flash message that is tested for already vanished before the test sequence reaches this point.

I decided to increase duration of notification viewing to 100sec, could be adapted if system is longer under load.
