There is no official documentation about extbase's switchableControllerActions for flexform.

The docs then should mention that
- the first action is used at first
- all allowed actions must be listed comma-separated
- extension of the plugin with new actions requires re-saving of all tt_content plugin instances

Documentation has been recently added:
- for FlexForms (in "TYPO3 Explained")
- for switchableControllerActions (in Extbase / Fluid book)
Please check if the documentation there is sufficient. If not, please try to improve it or open an issue in the repository on GitHub (improving it is preferred). (However, switchableControllerAction is soon to be deprecated, I would not invest any time in documenting this particular feature, see https://forge.typo3.org/issues/88528)
