Running Wizard "Execute database migrations on single rows" deletes the whole TypoScript setup

Description
When updating from V8.6.1 to the final version 8.7.0 somehow the whole TypoScript setup gets deleted after running the upgrade wizard. All others like Page TS and constants keep remaining.
As result the whole website isn't running anymore and it gets an error (see printscreen).

We found that if you upgrade a existing TYPO3 which has already content and you apply in the install tool the following wizard:
Execute database migrations on single rows
Some row updaters have not been executed:
Scan for old "<link>" syntax in richtext and text fields and update to "<a href>"
the whole setup of TypoScript gets deleted.

Angelo, thx for the report and narrowing it down. Can you please provide your TypoScript setup content - either by adding a text file to this issue or sending the content via mail to oliver@typo3.org if you don't want it to be available in the public. I assume, there are some <link> chunks in the TypoScript - might occur in comments as well. Correct?

Thx for your answer.
I sent you the TS file by mail to oliver@typo3.org. By reviewing the TS setup script i did not saw any particular <link> chunks as you mentioned. But you will see that immediately as a prof :-)
