Filename too long / Installation via Composer broken on Azure Web App Services

Description

Since the latest version 8.7.4, I'm running into the "Filename too long" problem under Windows. On my local drive I was able to come arround by moving the folder one diretory up. But the build is now also failing in Microsoft Azure App Service environments, in which I'm not able to change the hierarchy. Version 8.7.4 makes TYPO3 unusable in Azure App Service. This Problem occurs while installing / updating TYPO3 via composer with Kudu (Deploymont tool for Azure Web App Services)

Update: Prior 8.7.4 everything was working as intended.
