ModuleMenu::loadNavigationComponent should load custom tree with module opened first

Description
Currently the custom tree only loads if a Web/* module was opened at first. If like for example the Commerce/Category Module is opened directly after the backend was loaded still the pagetree gets loaded.
We need to be able to open a custom module directly with its own navigation component loaded.
