Switch path to translation files to fileadmin/l10n/ instead of fileadmin/ter/

Description
Due to the change #83876, the core is able to fetch the language files from fileadmin/l10n/.
Currently all language file calls to fileadmin/ter/ will be redirected to the new location.

what's the exact URL for language pack files (LanguagePackService) but also for extension downloads (see AbstractDownloadExtensionUpdate)?
