Default requirejs timeout is too low

Description

By default requirejs has timeout set to 7s.
In some cases e.g. on slow mobile interenet or acceptance tests running on php build in webserver, the timeout is too low, causing in requirejs timeout errors popping up.

We should increase the timeout to 30s.
