Fix TypeScript build configuration and path error in Gruntfile.js for EXT.adminpanel

Description
With #84159 a new extension "adminpanel" was introduced, but some configurations are still missing.
the tsconfig.json file needs the path mapping and the Grundfile.js contains a wrong path.
