Description

When editing a document, like pages or tt_content, there is a dropdown in the upper left corner, when translations exist. This dropdown is not explained at all and the setting an editor sees is mostly "default", when the default language label has not been set.

It serves two purposes: switching languages and adding new translations. These should be separated.

Since we have removed the splitbutton and added buttons for each action, the translate function should be added as a button as well, which should only be there when there are records to translate. The switch language functionality can be a dropdown, but should be moved to the right, next to the right buttons.
