Language field in Alternative Page Language always defaults to 0

Description
Hi,
TYPO3 8.7,
site with 2 languages,
sys_language_overlay = 1 and
sys_language_mode = content_fallback.
When im adding Alternative Page Language I always need to manually switch Language to 1, because it defaults to 0, which is 'INVALID VALUE'. It is related to TCA configuration and 'defaults' set to 0, I think this patch https://review.typo3.org/#/c/42397/ introduced this. Is this intentional behaviour ?

Thank you for your report. Would you mind to explain why you chose Extbase + l10n category? As far as I understand your report there isn't anything handled by Extbase but you are acting in the TYPO3 backend?
