Description
In the most recent github-version in
TYPO3\CMS\Core\Cache\CacheManager::getCache($identifier)
the follwing variable is empty:
$this->hasCache($identifier)
It blocks the whole system (FE, BE, Installtool), in general I don't know if it's about a fault from my side or about TYPO3.
Can't see an issue in the code: getCache() calls createCache() if the cache in question has not been created yet.
Have a look at your AdditionalConfiguration and ext_localconf & ext_tables files if you somewhere override $GLOBALS['TYPO3_CONF_VARS']['SYS']['caching']['cacheConfigurations'] and mix that up by maybe deleting defined caches, not checking for isset() or similar. Screwing up cache definitions in AdditionalConfiguration is a relatively common problem.

Thanks, issue can be closed.
I got it working even without hacking the core ;-)
