As stated in https://support.google.com/webmasters/answer/189077?hl=en&ref_topic=2370587 the href should be "The fully-qualified URL for the version of this page for the specified language/region".

This is not related to #86227. This is another bug because it currently not forcing a absolute url. Have a patch almost ready.
