Document move of _.htaccess/_web.config files in the ChangeLog

Problem/Description¶
Even if the install process now creates .htaccess or web.config automatically, it should be definitely mentioned in the core/Documentation/ChangeLog. I was extremely confused right now while rewriting some documentation files.
IMO we should add it as a Important Change RsT

This is not breaking any official API AFAIK - Important seems enough.
Can you point me to the place where this is documented, so we can update the docs?

if not breaking at least it should be mentioned in the installation guide, in my opinion :)
