IRRE - Position of new elements

Description
Hi.
There is an option appearance.levelLinksPosition (top,bottom,both,none), but new elements will only added at the bottom. It is not very useful and logical - especially when the user has 20+ elements and clicks at the button above this elements - and the new inline element is added below all others.

Please add this as an option - like discussed in this ticket: https://forge.typo3.org/issues/24019
The bugfix seems to be not arrived to the core :(
