after a blank install (FIRST_INSTALL, the "create empty start page"), on first login to the backend a warning is shown:
PHP Warning
Core: Error handler (BE): PHP Warning: file_get_contents(/var/www/html/typo3//var/www/html/typo3/sysext/backend/Resources/Public/Css/backend.css): failed to open stream: No such file or directory in /var/www/html/typo3/sysext/core/Classes/Resource/ResourceCompressor.php line 296
- After that, the file typo3/sysext/backend/Resources/Public/Css/backend.css is generated and the error does not happen again
