The HTML entities of double qoutes are outputted, if I chose german as backend language, e.g. "BE-Benutzer "max mustermann" hat mit der Bearbeitung dieses Datensatzes vor 58 Min begonnen." The single quotes or english users are displayed correct.

The double quotes are changed to single quotes in Translation server for all xlf labels:
- labels.lockedRecord
- labels.lockedRecord_content
- labels.lockedRecordUser
- labels.lockedRecordUser_content
Approval is needed in translation server.

fixed on crowdin https://crowdin.com/translate/typo3-cms/1630/en-de#q=began+to+edit. with next 9.5 version Crowdin can be enabled with a feature flag and with 10.x it is used by default.
