Add static route type for assets of sitepacke extensions

Description
Static routes have currently two types:
1) static text for robots.txt
2) uri for sources, that are available for editors
Add a new type "file" for assets of an extension.
This would allow referencing touch- and favicons, that are in a sitepackage extension.
