Create a cleanup task (or something like that) for the following use case:
"If a user uploads a file but does not finish the form successfully, the uploaded files will not be deleted."

We do exactly that (cleanup task with a distinct directory only for form uploads).
The main issue I see with this, is that it's hard to distinguish between forms that will never submit successfully and those that are still being worked on. So we might accidently remove a file that is still needed to submit the form.
