When merging https://review.typo3.org/c/Packages/TYPO3.CMS/+/62366 we've lost the strict mimetype validation (https://review.typo3.org/c/Packages/TYPO3.CMS/+/60617). We have to re-implement it.

We have to check this issue. There was some work on the mime typing. The mentioned configuration is not included for example in https://github.com/TYPO3/typo3/blob/master/typo3/sysext/form/Configuration/Yaml/FormElements/ImageUpload.yaml
