Form Wizard hiding modal-btn-group after returning to first page (v10)

Description

There is a bug when adding a new form in the backend. The modal-btn-group (Cancel, Previous, Next) is hidden, when return from second step to first one. You can see in the screenshots in attachment

Expected Workflow:
  1. Clicking one of the tabs at the first step
  2. Clicking the Previous-Button
  3. the modal-btn-group at the first step is not hidden
Current Workflow:
  1. Clicking one of the tabs at the first step First Step
  2. Clicking the Previous-Button Second Step
  3. the modal-btn-group at the first step is hidden Result
