Add new option "show scheduled records" to admin panel

Description
Our editors have from time to time the requirement to get a complete overview of all records on a page. Regardless of the configured start and end time. They can use the "simulate date" option but this is quite unhandy because on some pages there records with different start and end time configurations. Content which is visible on one date isn't visible on another. So they have to simulate multiple dates to review all records.
I would suggest to add a new option to the admin panel "ignore scheduled records" to simply show records regardless of their configured start and end time.
