Unavailable starting module leads to loading first available module found in DOM

Description

In recent changes, the behavior of "Start up in the following module" in user's setup has been changed to determine the first module when "First module in menu" is selected.

However, this change was not sufficient in case a configured module is not available anymore.

Example:
  1. Have EXT:dashboard installed
  2. Set "dashboard" as starting module
  3. Reload backend to verify dashboard is loaded
  4. Uninstall EXT:dashboard
  5. Reload backend, the first module found in DOM is loaded (which is very likely EXT:about)
