Exclusive condition on Access groups is broken in TCA

Description
Exclusive group selection is broken since TYPO3 v10.
How to reproduce (one way):
- Assign "Show at any login"
you get this:
- Click on "Hide at login"
Expected:
- Only "Hide at login" is kept
- Actual:
The same applies if you select a usergroup or if you start with "Hide at login".
