Description

When having language "All" on the page, it is possible to localize from it:

Language "All" is not supposed to have overlays because this element is displayed for all languages.

Localizing any element from language "All" makes further localizations impossible (see https://forge.typo3.org/issues/92751)

Interesting inconsistency: "Translate" button in the Page module will be available only if there are non-translated elements in the default language (0). This is correct because language "All" cannot be translated. However LocaliationController does not take this into account and offer to translate from "All".
