Mailer: Dispatch event after mail has been sent

Description
The SwiftMailer in TYPO3 v9 and earlier allowed us to get notified when a mail has been sent.
This is not possible anymore in TYPO3 v10 with the Symfony mailer.
TYPO3's TYPO3\CMS\Core\Mail\Mailer class does not dispatch any events when send() has been completed.
Symfony's own Symfony\Component\Mailer\Mailer class does dispatch a "SendEmailMessage" event, but that class is not used by TYPO3.
