ext:rsaauth was moved to the standalone package FriendsOfTYPO3/rsaauth and the extension has been removed from the core with TYPO3 10.0. There are still some parts in the core related to ext:rsaauth, so the extension in theory could be used in v11 too, if the extension would be compatible with v11.
However, I opt for removing any support for ext:rsaauth for the following reasons:
- Usage of the standalone package is pretty low (354 installs on packagist and 429 on TER)
- ext:rsaauth has some security drawbacks (see https://docs.typo3.org/c/typo3/cms-core/master/en-us/Changelog/9.1/Deprecation-81852-DeprecatedUsageOfEXTrsaauth.html)
- HTTPS is standard on most websites today
