Make "Search levels" default option configurable

Description
Default option of "Search levels" in BE is "0 - This page".
Most of the time that an editor makes a search, this is not the wanted option.
An useful feature could be to make "Search levels" default option configurable.

I add that, at least in TYPO3 11 LTS, not only in the List Module search but also in the Link Browser search the default search level is 0 which is practically useless because the editor has to select the page/folder that contains the record it is looking for in order to find it by search and at this point the record is probably already visible. The default should be infinite levels or configurable.
