openTranslate button still appearing despite all content elements being connected, page being in Connected Mode

Description
Using TYPO3 11.5.13.
On a translated page, even when all translated content elements are language-connected with default-language content elements (and the translated page being marked as in "Connected Mode"), the "Translate" button appears.
Clicking this "Translate" button creates redundant translations of the original-language content elements.
This behavior didn't appear for me with TYPO3 10.
Some behavior with respect to `tt_content.l10n_source` and `tt_content.l18n_parent` seems to have changed.
Therefore it doesn't seem to be possible right now for editors to manually migrate legacy TYPO3 pages towards "Connected Mode" in a proper way.

this is not exactly an duplicate of #97763 . It's more like an addition with l10n_sources = 0, but seems also be solved with the pending patch of #97763.
The way Gerrit choose was (as you can see in the video):
Create a new content-element in the translation (resulting in free mode) and then afterwards setting the l18n_parent to get the connected mode.
In this case the l10n_source would be 0.
